Alex McKeown
Alex McKeown is head of Data Ethics at the data governance consultancy Information Governance Services (IGS). Alex joined IGS from academia to establish a new consultancy function in data and AI ethics, complementing its core service of legal advice in data protection and compliance. At IGS, Alex provides high quality, rigorous advice to clients on ethics in data and AI governance, including in the context of neuroscience and neurotechnologies. Prior to IGS, Alex spent six years as a Research Fellow with the Neuroscience, Ethics and Society (NEUROSEC) group at the University of Oxford Department of Psychiatry, where he remains a Visiting Fellow. A philosopher, bioethicist and neuroethicist by training, Alex has specialisms including data and AI ethics, ethics in psychiatry, neuroscience and mental health, ethics of emerging neurotechnologies. After a PhD in bioethics at the University of Bristol, before his post at Oxford, Alex held postdoctoral positions at Bristol, University of East London, and University College London. At Oxford, Alex worked on a range of projects including notable initiatives in Alzheimer’s disease and mental health, for funders including the Medical Research Council, Novartis Pharmaceuticals, the EU Innovative Medicines Initiative, and he co-chaired the Oxford Mental Health Data Ethics Leadership group. Alex was also Deputy Director of the AHRC-funded UK Pandemic Ethics Accelerator, which provided rapid policy response and analysis to ethical challenges arising during the Covid-19 pandemic. In his Visiting role, Alex sits as Industry Advisor on the Leadership Team of the Oxford Winter School in Neuroethics, which has its inaugural year in 2025 and the development of which he jointly led prior to leaving full-time academia. Additionally, Alex was an invited tutor at the Yale University Summer Institute in Bioethics and has published widely in areas including psychiatric ethics, mental health ethics, philosophy of mind, data and AI ethics.
